I had a similar problem with my 1.4tdi. I had split the lower turbo pipe so what happens is you have normal power 1st and second gears but top speed 75mph and it takes all day long to get there. I also tried putting the Polo GTI exhasut on my 1.4 TDI i couldnt get it to fit and neither could the garage.. Crap thing is i went and bought the rear GTI lip spoiler which has the cut out and now you can see the crappy stock exhaust
