How do I fit a mountney steering wheel boss?

Ive just bought a new steering wheel and boss, but I cant remove the metal bit on the spline :(

Ive got the old wheel off but just cant budge this metal piece.

Its like a metal cylinder with a spring at the bottom.

Any help is much appreciated as Im going to end up breaking my steering collum ...
