I think the wet boot carpet is something that most Polos suffer from, certainly seems to be a common problem on old VWs in general.
Check around the rear lights, see if water's getting in there, it does happen sometimes. If it is, dab a bit of silicone around the top but make sure you get a good seal or you're wasting your time. Having just got new lights on mine (late spec ones) I decided that the seals were in good working order and there wasn't any water getting in there, but my old ones were sealed with silicone.
Next thing I noticed was after it rained heavily there'd be a puddle of water on the lip of the boot on the driver's side (camber of the road made it settle there). The cause was the boot wasn't sitting straight, which had crushed the boot seal flat on one side. Water was getting into the air holes about halfway down, then in turn filling the squashy bit of the seal until it until it overflowed and leaked out of other air holes where the boot shuts at the bottom. This formed a puddle which then overflowed into the boot. Had the boot adjusted, replaced the boot seal and that's now stopped. Bargainous.
A little water does still stray into the car from somewhere, but it's not much and actually even some new cars I've been in suffer from the same thing. It's only damp when it's rained heavily for several days in one go, isn't causing any rust yet and doesn't make the back window steam up. So I'm leaving it. Most of the year it's bone dry.
Your wet back seats are probably a result of this water running forward out of your boot, but I can't say for certain.
