The power difference has nothing to do with VW not wanting people to speed, for a start the Germans have large sections of autobahn to go very fast on. Also a 180bhp polo is gonna shift very nicely, just as easy to break the limit!

I think they don't want it to be too close to the Golf in terms of power, thats probably the main reason. Perhaps there is a concern about torque steer, the astra vxr does this plenty.
