I've seen some wheels I like, but they are a 45mm offset.
They are 5 stud, so with adpaters, Id be looking at a 25mm offset.
Lowered -40mm, would they be alright?
16x7 Rims. Whats the lowest offset?

I wouldn't like to say for definate, but I can't forsee any issues with that width/offset.
There is enough arch clearance @ -40, it maybe just a case of the tyre profile you are/intend to use. 195/40 would be fine.
The only other issue I could think of would be the possbility of rubbing the front strut if using coils, but I doubt going -40 that you are.
I have 7J ET35 rims and visually can't see any issues with another 10mm.
Have you decided on the suspension kit/components you are going to use - I am most likely going to this drop and there are various -40 kits available.

You may need to roll the arch a tad. My old 7.5x16 (ET35) scrubed a little on one side, some light tapping with a hammer sorted it fine (dropped about 80mm)
If yours are 7j, they'll poke out 4mm more than mine used too, so in all fairness at 40mm you should be fine. Your lupo ready to race my polo yet?
