Perhaps it's a 'train'; a one-off vehicle to drive visitors around a VW plant, for instance. Notice how the front seats have no head rests, and the bar right behind them could be there for passengers to hold onto. May explain the 4 doors as well. Also, it doesn't have a reg plate, and the stickers across the side (including the '05') may indicate a work-owned car.
It's a PoloSedan with it's roof removed. It was specially made by VW Brazil, so that our President could tour the plant in it (50th.anni of VW in Brazil). It's repition of a scene that happened in the 1950's when another Brazilian President toured the then new VW plant in a Beetle Cabrio.
