Would 1.9 TDI brakes be an upgrade for my 1.4 TDI brakes?
Not without 'upgrading' the hubs aswell no!
Right small update on this info. Not only will you need new hubs (£88 each incl. VAT) but you will also require new wheel bearing housings (£112 each incl. VAT)!

Ive just bought a set of 9n3 GTi brakes and will be fitting them around the start of july :)

I'll be getting mine from a fabia VRS in a scrappy! haha, those prices are insane, around £400 spent and you've not got calipers, carriers, discs or pads!

 thats just silly!

Im worried that the 288's will 'overbrake' the car as it is!

Any bigger is totally unnecessary
