Broken wipers!?!?!

Right i need advice, the story goes;

this morning i got in my car and the wipers were still on from last night, due to the -3 temperatures over night they had stuck to the windscreen, thus when they tried to move they couldn't - now the wipers and the washers do not work however the back wiper is fine so im assuming that has a separate motor.

I am correct in thinking i need a new wiper motor? if so can someone tell me how much these are and are they easy to fit?

More than likely to be a fuse. It would have put load on the motor, and popped the fuse id have said.
