The tank is 45l. There is also the neck and the venting mechanism which can be filled. The gauge shows how much is in the tank. I can do 100miles from brim full then fill up until the pump clicks for about two quid. .
If you want to work out consumption properly you must brim every time. (Though motorcyclists don't like this as you cause spills as all the spare space what would normally catch slops and expansion is used for the extra 14l)
My range is always 350 when I reset computer but will stay the same in use or even rise after I drive a bit and the actual mpg is calculated.

Mine reads 360 and has been up to 365 briefly
My confusion comes as I have been brimming the last few times and haven't had this capacity or mileage!

Well, it depends of course on how you drive the Polo.
On my newly acquired Polo 1.2 60hp l am achieving a claimed 50mpg on the dash display, in normal driving.
That's just keeping up with traffic, not driving particularly slow or fast. I did notice that the range indicator did not move for periods of time, then dropped a few miles at once.
I ignored the little arrow telling me when to change gear.
The fuel gauge has hardly moved in 60 miles, it started at half a tank and is now between 1/4 and 1/2.
