Hi, I have brake shudder at moderate brake pressure. The harder I press the brake the less the shudder. The front discs and pads are new, and I have replaced the rear shoes. The suspension bushes have been checked and some have been replaced.
Could there be a hydraulic pressure fluctuation for some reason.

No I have not replaced the fluid. The polo is a 54 plate 1.4 TDI.

I would suggest changing the fluid and getting a full diagnostics run - could be an ABS related fault.
