1.6 TDI Throttle Limit, ECU Not Communicating

Hi, I have a 2010 1.6 TDI, after the soft exhaust pipe was broken and repaired, the car still has throttle limit (~20%, max 2900rpm), the fault code does not clear itself and the VCDS cannot communicate with the engine ECU – has anyone encountered this error and knows how to fix it?
