Name that Noise... Wheel Bearing? Brakes? Help!!

Having had my polo gti for 6 months, can anyone tell me what this noise is, the only way i can describe is its like someone swinging a piece of rope in the air, and you get that kind of wipping noise, it only happens with I go down very steep hills, soon as I get on the flat again, it stops, i've now noticed if i brake i can help reduce it. (on the recording the noise is loudest at about 19 seconds onwards)

That does seem to sound a bit like a wheel bearing at the end of the clip
