You will have to check the electrical installation with a multimeter.
- Check that power is coming to the connector from the J519 BCM when you step on the brake.

Typically, for a tailgate mounted high level brake light, the failure mode, if not water ingress into the light assembly or its connecting plug, will be failure of the wiring where it passes out from the car body into the tailgate, due to it flexing every time the tailgate is opened and closed.
So, maybe try "feeling firmly" the soft rubber protective covering that protects the wires than pass out from the car body and into the tailgate. If you do find any breakages in the wires, make sure that you locate any repair joining either in the tailgate or the car body, or maybe both as you don't want to repair the wiring within the section that gets flexed if you want a repair to last as long as it should. So, in other words, that means splicing new sections of suitable wire in that will bridge that flexing section with one end in the tailgate and the other end in the car bady.

If this is the cause of the problem, and you do what RUM4MO said (best way to repair the broken wire), also make sure 'to double tape' the wires area where is located the soft rubber protective covering with automotive cloth tape to try avoid from happening again with other wires of that harness.
Keep in mind that all the wires in that harness have been under the same environmental and operating conditions as the broken wire.
