Again, unless the reflective surface is BSAU145d it is a breach. It's all very technical, but there are specific measurements of retroreflectivity that are prescribed in the standard... all very dull, like most of Construction and Use!
David: I couldn't agree more. The current system needs a complete overhall, including a rethink on motorway speed limits. 70 really is an outdated limit in my opinion, and a graduated fine/point system maybe one idea, personally I am very much in favour of heavier punishment for speeding in built up residential areas, particularly around schools/community facilities.
And foreign drivers shouldn't be able to get away with it, but unless the government act and change the law to allow them to be subject to the same rebuke as British License holders there is little that can be done.
